Boca Post is following this story closely. We also reported on witnesses that have come forward with allegations that PBSO failed to take action for 14 hours preceding this shooting.

Boca Post has made several attempts to verify claims made by witnesses that PBSO was called out to the home several times throughout the course of the night. However, PBSO is refusing to release records to us as they consider this an open case, citing FSS 119.071(2)(c).

On Saturday, July 2nd, 2022 at 01:03hrs Lantana Police Department (LPD) received a call from <redacted> and she was making a missing person report for her daughter <redacted> said that her daughter is a mental health therapist and that she has not been heard from <redacted> since her last appointment. <redacted> also heard from <redacted> and also has not been able to reach <redacted> which is completely unlike  <redacted>. She expressed that her cell phone appears to be off, She feels that may have been kidnapped. This report initiated Ofc. Anthony Harvey to respond to the residence.

Upon his arrival at the residence he met with <redacted> and she told Ofc Harvey that she is <redacted> partner and they have been together for approximately 5 years. <redacted> confirmed that she would be home in time for dinner and when did not come home, tried to make contact with <redacted> several more times and was unsuccessful. After a couple of hours, <redacted> reached out to the family to inquire if they have heard from <redacted> and they had not. Later in the evening, she received a strange text message from <redacted> and the message said that she was pulled over by the police and that she was being taken to have a breath test done. At around 00:30hrs, she received another strange message from <redacted> that she was being taken to a hotel by the police for the night. LPD contacted numerous law enforcement agencies and the Palm Beach County Jail to find out if was taken into custody and if she was not. said that was wearing a blue/black shirt, black pants, and gray Nike shoes with a yellow swish. <redacted> has tattoos on her left chest of sun & compass and an up & down arrow on her right wrist. <redacted> drives a black Honda CRV with a Florida tag number off LPD entered into FCIC/NCIC as a missing person under number M666868741. At approximately 04:00hre LPD requested that the Palm Beach County Sheriffs Office (PBSO) respond to 22147 Larkspur Trail in unincorporated Boca Raton to see if <redacted> was at the residence. Refer to their report for further information under their report number of 22-002748.

At 03:59hrs PBSO received a call from LPD and they were requesting for a deputy to respond to ion Larkspur Tr to determine who was at the residence. Upon their arrival at 04:19hrs, they found the boss waiting for them. He told deputies that he received a text from around 18:30hrs that she was meeting her client (Tzvi Allswang) inside his residence. When he arrived at the residence he saw that <redacted> car was in the driveway. Deputies made several attempts to knock on the door to make contact with someone, but there was no response and they could not hear anything coming from the interior of the home. They did notice that the glass on the front door was covered, but they could not tell by What. Deputies also attempted to determine if <redacted> was in police custody and they also learned that she was not. They attempted to call the homeowner and were unable to make contact with him. Deputies left the residence at 05:33hrs.

At 06:47hrs PBSO received a call from <redacted> and she was again requesting that a Deputy respond to the residence at 22417 Larkspur Tr and this time she was there, She told dispatchers that <redacted> car is parked in the driveway and she believes <redacted> is inside the home. Deputies responded to the residence and met with <redacted>. At 07:32hrs deputies again attempt to make contact with anyone inside and again no contact was made. Deputies were on the west side of the house, on the patio when the deputies knocked on a window and heard a woman scream from inside the residence. As this was occurring, the cell phone was being pinged to determine a location and it was showing in Broward County. Based on this information they requested the Broward County Sheriff’s Office to locate the phone or <redacted> at the GPS coordinates provided by the cell phone carrier. BSO was unable to locate anything. Hospitals and law enforcement agencies were once again contacted to determine if <redacted> was with them and she was not. The residence was checked again to see if any of the windows & doors appeared to be unlocked and they were all secured. Additional units and assets were requested te the residence and once the appropriate personnel was on the scene the front door was breached at 09:3Shrs. Entry was made into the residence at 09:39hrs and was systematically checked for people and when they reached the master bedroom door, it was also locked. This door was breached at 08:4Shrs and at 09:46hrs they located Tzvi holding <redacted> hostage by a knife to her throat inside the master closet. At 09:47hrs Sgt William Norgueras #8775 shot Tzvi once in the head and EMS was immediately
requested to enter the home and treat Tzvifor for his injury. Tzvi was transported to Delray Medical Center and was taken immediately into surgery, he is expected to service his surgery.

At approximately 10:30hrs Detectives with the PBSO Violent Crimes Division responded to the scene to conduct the investigation. <redacted> conducted a sworn recorded interview and the following is an overview and should not be considered verbatim. <Redacted> was with <redacted> his afternoon and the last contact she had with <redacted> was around 17:40hrs, before <redacted> was to see a client. was supposed to be home around 18:30hrs for dinner that was previously planned. At around 19:30hrs <redacted> texted <redacted> to find out where she was and the message indicated that the phone was off. After numerous unsuccessful attempts to make contact, she received a text from the phone that said she was being taken to the police station at 19:13hrs. She was able to send 3 more messages that were not responded to and then the phone appeared to be turned back off. <redacted> received a text again from the phone at 00:28 hours and the message read that the police were going to get her a hotel room and that she was going to stay the night there and would talk to her tomorrow. <redacted> Said that the wording of the text messages did not sound or reflect how <Redacted> communicates with her. Throughout the night she attempted to make contact with boss EEEand she finally spoke with him around 03:00 when he provided the address for Tzvi. Upon receiving the information, she called LPD back and gave the address to them. She then drove to the address around 05:00 hours. She began knocking on the door and walking around the house to see if <redacted> was inside and she saw nothing. When the deputies arrived back at the residence and were searching on the west side of the house also heard the scream from inside the house.

At the conclusion of <redacted> interview, several deputies that were involved in the incident provided sworn statements about their actions. Canine Deputy Roger Fraga #0681 said that he was requested to respond and was helping to conduct the search inside the residence. When they reached the locked master bedroom, he went outside and was trying to gain entry thru the master bedroom window. As he was finally able to see inside, he saw that the other deputies were able to gain access into the room from the master bedroom door. Soon after he heard them say that there was a hostage situation. He went back into the residence and several deputies were focusing their attention on the walk-in closet. They were giving multiple commands to drop the knife and he saw a knife being held to <redacted> throat by Tzvi. Tzvi was standing behind <redacted>. Tzvi was holding a knife in her right hand to <redacted> throat. Tzvi did not respond or comply with the commands being given by the Deputies that’s when Sgt Nogueras fired once from his department-issued handgun, shooting Tzvi above the left eye on the forehead. Deputy Fraga grabbed a towel that was on the floor and began to apply pressure to the wound until medics arrived to take over treatment. Once she was free, uttered she was beaten and sexually assaulted by Tzvi. Numerous other deputies were interviewed and they provided the same consistent information.

I then went to Wellington Regional Hospital to conduct a recorded interview with <redacted>. Upon myarrival, I met with Special Investigations Detective Shariska Monroy #12463. The following is a synopsis of the interview and should not be considered verbatim. The interview began at 14:28 hours. <redacted> began by saying that she is a therapist and she is currently working as a social worker. She has seen Tzvi 4 or 5 times previously to yesterday’s appointment. <redacted> Said that she was originally scheduled to meet with him on Monday, June 27th but he canceled and she attempted to reschedule several times throughout the week, but he was unresponsive, They finally agreed to meet on Friday, July 1st at 17:30hre. <redacted> said that he pushed the meeting back to around 18:30hrs. said that she has met with Tzvi at the house before and when they met, they usually go to the den and other people are usually present. <redacted> said that she saw other vehicles in the driveway and assumed that someone else was inside in the residence. She said that it is not uncommon, not to see other family members during the meetings. <redacted> said that Tzvi is being seen by therapists and her responsibilities are to help him function in society, such as: getting a job, building a resume, how to behave during a Job interview, etc. People that work with Tzvi, warned her that Tzvi had a
sexual battery charge as a juvenile. She said that the meeting went on as usual, except that she now realized that he had left the meeting a couple of times for reasons, such as: using the restroom and getting a drink. Which know makes her think that he was covering windows in the home. As the meeting was ending, Tziv was attempting to get her to stay longer and asked personal questions about her. She began to feel uncomfortable and eventually, he got into her personal space. This really caused concern for her and she then attempted to leave the residence. As she was walking towards the front door she saw that the window of the door was now covered with a black material. She knew this must have happened during one of the times Tzvi left the den during the meeting because she would have seen the window covered when she first arrived at the home. She later realized that all the window blinds were closed or covered up, which is completely unusual from her other meetings at the home.

Suddenly she was grabbed around her chest in a bear hug by Tzvi and he was telling her that she could not leave. <redacted> attempted to break from the hold and get away but he overpowered her. As she was flailing around to get loose, her Coach purse came off her arm and dropped on the floor. He eventually was able to take her phone from her hand. He later placed her phone in airplane mode and wrapped her phone in aluminum foil and duct tape to prevent communication. Tzvi also did the same thing with his cell phone. Tzvi is approximately 6’02″ and 200 lbs versus <redacted> being 5’05” and 135 lbs. He is much larger, stronger, and heavier than her. Tzvi eventually bound her hands together as if she was praying behind her back with duct tape. She said that he used a lot of tape on her. <redacted> Went on to say that he eventually dragged her over to the couch in the living room.

During the course of the night, she pleaded numerous times for him to let her go and he said that he was not going to let her go. Tzvi beat her multiple times by hitting her in multiple places on her body and face with his hands and knees. <redacted> had visible bruising, abrasions, and cuts on her arms, wrists, face, and neck. While being held captive he became aroused and was fondling her over her clothes, touching her breasts, buttocks, and v*gina. During the course of her captivity, Tzvi escalated the unwanted touching escalated to raping her multiple times throughout the entire 15 hours he kept her hostage. He would forcibly penetrate her v*gina with his penis on numerous occasions and she would beg him to stop, that he was hurting her, and just to let her leave. Tzvi also penetrated her by using a large vibrating massager, which really hurt her.

During the night his behavior would change from being calm to becoming angry and sexually aroused. Tzvi would at times strangle her from behind by placing his arm around her throat and placing her in a choke hold or by grabbing her with his right hand around her throat from the front. She said that this occurred about 4 or 5 times.

Tzvi would also kiss her neck, legs, feet, and chest. He also bit the nipple of the left breast. <redacted> said that he used a condom sometimes. <redacted> attempted several times to reason with him and she was able to convince him to cut the duct tape from her hands.

<redacted> knew that she had to adjust to his behavioral changes in order to have any chance of survival as she thought on several occasions he was going to kill her, Tzvi also threatened to kill her on several occasions throughout the night.

It should be noted that we had to take several breaks during the interview because <redacted> was crying, traumatized, and having difficulty speaking. <redacted> confirmed that she heard the deputies around 4 am knocking. I asked her how she knew what time it was and she said that in the master bedroom, there is a clock that she could see, She said that he would drag her around the house, on one some occasions by the hair, to different rooms in the home to either beat or rape her by penial or digital penetration of the v*gina. On a couple of occasions when she was able to convince him to not rape her, he would m*sturbate and then ej*culate in her hair or on her body, or he would force her to perform oral sex to ej*culate. I asked <redacted> if she was able to scratch Tzvi and she said yes on his back. I then asked her to describe when the deputies entered the residence and what she heard and saw. She told me when they began knocking this time he dragged her into the master closet, closed the door, and placed a step stool in front of the door in an attempt to prevent the door from being opened.

As they were sitting there in the dark she could hear what sounded to be a saw and bagging the front door. She recalled Tzvi telling her he was so excited by the action and that he wanted to “fuck her’. <redacted> said that Tzvi even asked her to put one of his mother’s favorite dresses up to her as if he wanted to imagine in it.

During the night Tzvi was carrying around something wrapped in a towel and she thought it was a gun, she later found out that it was a large kitchen knife with a black handle that was placed to her throat as the police got closer to the bedroom Tzvi told her to be quiet or he would cut her throat. She even recalled trying to use the metal hook of the hanger to place in between her throat, so the knife would cut her, however, Tzvi realized what she was doing and lowered the dress slightly with his left hand to prevent that from
happening.

As the police forced open the bedroom door she could hear them getting closer to the closet and heard one of them say something to the effect of, | have something over here. Soon after the closet door came flying open and she could see several deputies with lights on, partially blinding her. She heard them give Tzvi several commands to drop the knife and let her go. She said that Tzvi did not respond or comply with their orders and eventually she heard one loud gunshot and then the knife was no longer in her throat. <redacted> ran out of the closet and did not look back.

During <redacted> physical examination and sexual battery evaluation, they documented that her eyes were swollen, and there are marks, bruises, and swelling in the throat. During the examination, it was documented in a strangulation report <redacted> told the nurse she was choked, smothered by covering her mouth with his hands, and her head had been pounded against the floor. While these incidents occurred Tzvi asked her “If she was going to listen?” or he would tell her “you need to be a good girl”.

During the attacks, she would become dizzy & have visual changes and headaches & become uncertain of her location. <redacted> indicated that she had pain in her neck, throat & face from being hit. Due to being repeatedly hit or kneed in the stomach, she was experiencing abdominal pain & nausea. They also saw and documented the bite wound to her left nipple. There was noticeable tenderness to the v*gina and a moist secretion in the area.

At 13:00hrs the Honorable Judge Cymonie Rowe approved a residential search warrant for the location. The warrant was for the items that were known that needed to be recovered from within the residence including but not limited to the fired casing, projectile, large knife, photos, and swabs of blood-like substance (BLS).

During the warrant the following items were recovered or observed:

1) Black plastic on the interior of the front door glass and side windows that was attached with several places of duct tape.

2) More duct tape pieces on a small table in the foyer and a piece of duct tape stuck on an interior wall In – the foyer.

3) Plastic packaging on the tile floor in the foyer that appeared to be from plastic table cloths that were consistent with the black plastic taped to the door window.

4) Blue painter-style tape pieces attached to the outside of the first interior door to the left after entering the front door.

5) Multiple pieces of duct tape attached to the bedpost/frame,a roll of duct tape on the bed, a large amount of duct tape that appeared to be a wrist binding on a desk, open condom packaging, a condom out of the packaging, and tape on the lower cabinet in the adjoining bathroom.

6) <redacted> purse

7) A deep muscle massager

8) A single shell casing near the entrance of the closet.

9) A large knife located within the closet

10) A projectile on the carpet inside the closet.

11) <redacted> cell phone that was wrapped in aluminum foil was located in a kitchen drawer on the island.

12)A second phone wrapped in foil was located in the closet where the shooting occurred. (possibly Allswang’s)

13) The dimensions of the closet area where the shooting took place. The interior closet was 13 feet from east to west, 6 feet 3 inches from north to south, and 9 feet six inches from carpet floor to ceiling. The area the casing was previously located was about two feet from the opening of the closet door into the hallway.

14) A Party City shopping bag was located on the dining table in the room on the west side of the kitchen that contained more black plastic table cloths like the ones that were taped to the door/windows. The receipt was located in the bag. The items were purchased on June 29, 2022, at about 7:44 PM at the Party City located at 22191-23C Powerline Rd, Boca Raton.

15) <redacted> Nike shoes with the yellow swish on them.

The evidence at the scene suggests that this was a premeditated attack on <redacted> by purchasing the black table clothes on June 29th and then covering the windows with them prior to <redacted> arrival. The fact that he was not away from <redacted> for an extended period of time during the occasions he left during the 40-45 minutes meeting, it is presumed that Tzvi covered the front door windows.

Elliot Allswang (Tzvi’s father) later told detectives that he and his wife were in New York since the middle of the previous week and that Tzvi’s brother was away at a camp, thus leaving Tzvi alone at the residence which also permitted him to prep the house for the attack.

UPDATE – 7/6/22

Tzvi Allswang has been released from the hospital and is now in the custody of the PBSO jail. According to the PBSO, Allswang is facing the following charges:

  • 4 counts of 794.011(3) SEXUAL BATTERY WITH FORCE
  • 787.01(1A122) KIDNAPPING
  • 782.04(1A12) ATTEMPTED MURDER WITH A WEAPON

** Note, the homicide charge is a known error that occurs on the PBSO booking blotter when someone is charged with murder or attempted murder. That charge will most likely be changed to attempted murder when the paperwork is processed further.

UPDATE – 7/6/22

PBSO identifies the PBSO deputy who shot 20-year-old Tzvi Allswang in the head as Sgt. William Nogueras. PBSO tells Boca Post that Nogueras is a 14-year veteran of the Sheriff’s Office who is currently assigned with the K-9 unit.

PBSO has refused to provide Boca Post with a call history around the incident, citing an exception from the public records request, calling it an active investigation.

UPDATE – 7/5/22

PBSO identifies the suspect who was shot by PBSO deputies in the head as 20-year-old Tzvi Allswang who lives at the home on Larkspur Trail where the shooting occurred. PBSO tells Boca Post that Tzvi is in stable condition and is expected to survive the shooting.

PBSO says that several charges are pending once Allsawng is released from the hospital.

UPDATE – 7/2/22 

PBSO has released the following statement about the deputy-involved shooting Boca Post first covered early on Saturday morning:

Shortly before 6:30 am, deputies responded to a welfare check in the 22000 block of Larkspur Trail in unincorporated Boca Raton. Upon arrival, deputies heard a female victim screaming for help. Deputies made forced entry into the residence and located a female victim who was being against her will at knifepoint by an adult male suspect. The suspect refused commands to drop the knife, fearing for the safety of the victim, a PBSO deputy discharged his department-assigned firearm striking the suspect once in the head.

The female victim was transported to a local hospital for treatment where she is currently listed in stable condition. The suspect was transported to a separate hospital where he is currently listed in critical condition.

The PBSO deputy involved in the shooting is currently on paid administrative leave which is standard department protocol.

FDLE (the lead investigators), PBSO Violent Crimes detectives, and the State Attorney’s Office investigators are investigating this Deputy-Involved Shooting further. Detectives from the Violent Crimes Division are investigating the incident involving the female victim. The suspect is facing the charges of Armed False Imprisonment and Aggravated Assault with a Deadly Weapon (knife). Other charges are pending.

BOCA RATON, FL – Boca Post (BocaPost.com) — Two victims have been transported to the hospital after a shooting in a home on Larkspur Trail in Boca Raton early Saturday morning.

A large PBSO response was observed on Larkspur Trail, including at least 5 deputies who ran code 3 across the area to arrive at 22147 Larkspur Trail in Boca Raton early this morning.

The scene is littered with PBSO cruisers and a fire engine. One PBSO deputy was seen wearing a ballistic helmet and carrying a ballistic shield.

Palm Beach Sheriff’s Office originally requested Fire Rescue to respond to provide assistance with making entry to the house where they heard a woman screaming inside.

Sources tell Boca Post that one patient is being transported to Delray Medical Center as a trauma alert with a gunshot wound to the head. That person was also said to be in handcuffs. PBSO was again called to respond to Delray Medical Center in an emergency to remove the handcuffs from the patient who was handcuffed in the rescue.

PBSO tells Boca Post that detectives are now en route to the scene.
