BOCA RATON, FL (Boca Post) (Copyright © 2026) — Boca Raton’s Financial Services Department has picked up another round of state and national recognition, extending long-running award streaks for two divisions that handle some of the city’s core financial operations.

The City of Boca Raton announced that its Purchasing Division received the 2026 Award of Excellence in Public Procurement from the Florida Association of Public Procurement Officials. The award marks the 19th consecutive year the division has earned the distinction. Only 25 agencies statewide received the honor this year.

The city also said its Office of Management & Budget received the 2026 Distinguished Budget Presentation Award from the Government Finance Officers Association, a national organization that recognizes public-sector budgeting standards. Boca Raton has now earned that award for 43 consecutive years.

Together, the awards spotlight two parts of city government that sit at the center of how Boca Raton buys goods and services, plans spending, and presents financial priorities to elected officials and the public.

The Purchasing Division’s state award recognizes performance in public procurement, including innovation, professionalism, productivity, and leadership. In practical terms, that work affects how the city acquires equipment, contracts for services, and manages purchasing processes across departments.

The Distinguished Budget Presentation Award focuses on the city’s budget document and how well it functions as a policy and financial planning tool. Boca Raton said the recognition reflects work to produce a budget that is clear, transparent, and useful for decision-making.

For the second straight year, the Office of Management & Budget also received special recognition in two areas tied to how the city measures results and connects spending to long-range goals: Performance Measures and Strategic Goals & Strategies.

That added recognition points to a broader emphasis on accountability and planning, not just balancing revenue and expenses on paper. It also signals that the city is continuing to frame its budgeting around measurable outcomes and stated policy priorities.

Deputy City Manager and Chief Financial Officer Jim Zervis said the awards reflect the standards the department applies to its work every day.

“These recognitions reflect the professionalism and high standards our Financial Services team brings to their work every day,” Zervis said. “It’s rewarding to see our efforts to excel in fiscal responsibility, public transparency, and accountability recognized at both the state and national levels.”

For residents, the announcement is less about a single project and more about how the city manages the systems behind day-to-day government. The Financial Services Department oversees the city’s financial affairs and is responsible for a wide range of functions tied to public money and internal controls.

According to the city, the department’s mission is to manage the financial affairs of Boca Raton and provide fiscal services to the public, city decision-makers, and city management. Its work includes safeguarding city assets, revenue collection, debt management, accounting and financial reporting, investments, and cash disbursements.

The department’s responsibilities also extend across administration, pension operations, treasury, alarm administration, accounts payable, payroll, purchasing, the Office of Management and Budget, parking services, customer service, and compliance.

The latest honors add to a longer record of recognition for the department. The city said the Financial Services Department has also received the Government Finance Officers Association Certificate of Achievement for Financial Reporting award for the past 42 years, alongside its long run of budget presentation awards.

City officials framed the recognitions as another sign of Boca Raton’s focus on operational performance and financial management. The announcement said the awards reinforce the city’s commitment to fiscal responsibility, transparency, accountability, and service to residents, businesses, and stakeholders.

What happens next is procedural rather than dramatic. The awards do not trigger a policy change on their own, but they do serve as external validation of how Boca Raton structures purchasing and budget operations. For residents and businesses, the city is signaling continuity: the same departments responsible for procurement, budgeting, reporting, and financial controls remain in place and are continuing to earn outside recognition for that work.

In a city where major capital projects, departmental spending, vendor contracts, pensions, and long-term planning all run through financial systems, that kind of recognition carries weight. It points to the machinery behind local government, the part residents may not see directly but that shapes how city services are funded, managed, and tracked.
