Torey Kvamme, 36, was arrested in Palm Beach County on charges of Manslaughter with a Weapon, Leaving the Scene of a Crash Involving Death, Vehicular Homicide, Reckless Driving Causing Property Damage, and Driving While License Suspended. The Palm Beach County Sheriff’s Office Warrant Fugitive Unit assisted with the arrest.
According to investigators, at approximately 3:16 a.m., Sunday, July 24, Kvamme, driving a 2002 Toyota Camry sedan, was traveling southbound on Southwest Fourth Avenue, and the adult male driver of a 2018 Zhejiang Riya motor scooter was traveling northbound on Southwest Fourth Avenue. According to detectives, Kvamme intentionally traveled into the northbound lanes and drove directly towards the scooter. The driver of the scooter attempted to avoid being struck but was hit in an offset head-on collision. The driver of the scooter was projected off of the vehicle and was pronounced deceased on the scene.
Kvamme initially fled the scene in the Camry before exiting the vehicle and fleeing on foot. He later returned to the scene of the crash. The investigation revealed that Kvamme was traveling approximately 59 miles per hour in a posted 30-mile-per-hour zone just prior to the crash.
Kvamme is currently being held in the Palm Beach County Jail and is expected to be brought to Broward County to face the criminal charges.
