BSO Svu Arrests Fire Rescue Lieutenant on Battery Charges After Patient Call

BROWARD COUNTY, FL (Boca Post) (Copyright © 2026) — Broward Sheriff’s Office Special Victims Unit detectives arrested a Broward Sheriff Fire Rescue lieutenant accused of battering a patient during a medical call in unincorporated Central Broward.

BSO said Broward Sheriff Fire Rescue personnel responded Jan. 31 to a medical call near the intersection of Northwest First Street and Northwest 31st Avenue. When the rescue crew arrived, they saw the patient, Alan MacPhee, 65, sitting in a wheelchair and placed him on a stretcher.

SVU detectives said that while the patient was being evaluated, BSFR Lt. Carlos Lewin got into a verbal argument with MacPhee. Detectives said Lewin then instructed the two firefighters who were with him on the call to place MacPhee in the rescue vehicle where there are no cameras.

While the firefighters were obtaining MacPhee’s vital signs, they told investigators Lewin grabbed the patient’s head and forcefully struck it against the stretcher for about 30 seconds. The firefighters also told investigators Lewin used his fingers to press into MacPhee’s eyes and struck his head against the stretcher again.

BSO said the firefighters reported the incident. Lewin was relieved of duty and placed on administrative leave with pay while the allegations were investigated.

After the investigation, and after detectives took sworn statements from the firefighters and the patient, BSO said detectives obtained a warrant for Lewin’s arrest on April 23. BSO said Lewin was arrested Thursday afternoon at the Public Safety Building.

BSO said Lewin faces two counts of battery on a person 65-years-old or older.

In a statement released by BSO, Sheriff Dr. Gregory Tony said the arrest reflects the agency’s commitment to accountability and credited the firefighters who reported what they said happened.

BSO said Lewin is currently suspended without pay.

What happens next is in the criminal case tied to the arrest warrant and the two battery counts, and within BSO’s internal process. Residents should know the allegations stem from a medical response call and were reported by firefighters on scene, according to BSO, which said it investigated through SVU detectives and moved forward with an arrest warrant after sworn statements were collected.
