BOCA RATON, FL (Boca Post) (Copyright © 2026) — A West Boca Raton woman was booked into the Palm Beach County Jail early Friday on charges of battery on specified personnel and resisting an officer without violence, days after she was arrested in a separate case alleging repeated misuse of 911 services.
Palm Beach County Jail records identify the defendant as Julie Rebecca Towbin, 31, of Old Inlet Bridge Drive in Boca Raton. She was booked at 12:36 a.m. Feb. 28, according to the jail record.
The booking lists two charges: battery on specified personnel, a felony under Florida Statute 784.07(2)(b), and resisting officer without violence under Florida Statute 843.02. The record reflects bond amounts listed as $0 at the time the booking information was captured.
No probable cause affidavit for the Feb. 28 arrest was included in the materials provided to Boca Post. The charges are reported as they appear in the jail record.
The new booking follows a separate arrest earlier in the week involving allegations of repeated calls to 911 for non-emergency matters.
Court paperwork in that case shows Towbin was arrested Feb. 24 by the Palm Beach County Sheriff’s Office on a misdemeanor charge of misuse of 911 services under Florida Statute 365.172(14). The arrest is tied to incidents at a West Boca Raton residence on Old Inlet Bridge Drive.
A probable cause affidavit in the 911 case outlines a series of contacts with the Palm Beach County Sheriff’s Office Communications Center.
According to the affidavit, deputies first responded after a 911 call in which the caller reported being locked inside a residence. Deputies arrived and the caller exited the home without assistance. The affidavit states deputies determined there was no emergency.
The document describes additional contacts that same night.
In one instance, the caller contacted 911 and told dispatchers she needed a service animal and was upset she did not have one. A deputy responded and advised that 911 is to be used for emergencies only. The caller was provided the Sheriff’s Office non-emergency number, according to the affidavit.
The affidavit further alleges the caller later sent a text message to 911 asking whether texting 911 would “still count” after being warned not to call without a legitimate emergency. A recorded landline call followed, the document states, and the caller was again advised not to use 911 absent an emergency and warned that continued misuse could result in arrest.
The affidavit describes a fourth call later that night in which the caller dialed 911 and said she needed police “very badly.” During that call, the affidavit states she told Communications she did not want to be Baker Acted. Deputies responded and again determined there was no emergency requiring law enforcement intervention.
Based on what deputies described as repeated misuse after warnings, the affidavit states there was probable cause to arrest Towbin for misuse of 911 services.
Court records show the misdemeanor 911 case was assigned to the South County Criminal Division and is set for arraignment in March at the Palm Beach County Courthouse in Delray Beach.
The later felony battery and resisting charges are now reflected in Palm Beach County Circuit Court records, which list the matter as a felony case. Jail records show Towbin was in custody at the time of booking. The materials provided do not indicate whether she has since been released.
