UPDATE
PBSO has arrested a suspect they say is responsible for the shooting death of a man on the Intracoastal Waterway near Phil Foster Park in Riviera Beach. The suspect has been identified as 84-year-old Papaver Dubois. While PBSO indicates that Papaver is is considered to live “at large”, sources close to the incident tell us that he lived on a boat near the shooting. As many boaters in Palm Beach County know, there is a population of individuals who live on one of the “Anchor-out” boats on the Intracoastal waterway, near Phil Foster Park.
Anchor-outs is a term used to describe boats that anchor near marinas with occupants who may stay there forever.
PBSO has not released any other details around the shooting.
Dubois is currently in PBSO custody while he is facing the following charges:
- 782.04(2) Second Degree Murder With A Firearm
- 790.19 Shooting Into A Occupied Vessel

RIVIERA BEACH, FL (Boca Post) (Copyright © 2023) — PBSO responded to a shooting where they found a deceased man in the intracoastal waterway near Phil Foster Park in Riviera Beach on Friday afternoon.
According to the Palm Beach County Sheriff’s Office, deputies responded to a reported incident involving gunfire in the intracoastal waterway area, north of Phil Foster Park. Upon their arrival they discovered the body of an adult male floating in the water. Nearby there were individuals who were situated on a boat. Detectives, from the Violent Crimes Division promptly arrived at the scene to conduct an investigation, into the incident. At this time detectives believe that all individuals involved have been identified and there is no danger posed to the public.
