Sex Offender Moves To Boca Raton Arrested For Not Registering
BOCA RATON, FL (Boca Post) — A Boca Raton man is facing several sex offender violation charges, according to jail records released to Boca Post by the Palm Beach County Sheriff’s Office.
Alex Lynch, 36, of 529 NW 15th Ct, has been arrested Thursday afternoon by the Boca Raton Police Department. Boca Post has been notified that the charges filed include “SEX OFFENDER VIOLATION – FAIL TO REPORT AT COUNTY OF RESIDENCE”, “SEX OFFENDER VIOLATION – FAIL REPORT DRIVER LIC OFFICE CHANGE NAME”, and “FAILURE TO APPEAR”.
Boca Post has learned that Lynch was released from prison and was last known to live in the State of New York. Records indicate that Lynch last updated his address in August of 2021.

On 05/19/22 the Boca Raton Police Department received an anonymous tip regarding a registered sexual offender, Alex Daniel Lynch (D.O.B. 07/24/1985) who was illegally residing at 529 N.W. 15th Ct., in the City of Boca Raton, Florida.
The F.D.L.E. website currently lists Alex Daniel lynch as a sexual offender who was adjudicated guilty/convicted on 04/28/08 in Niagara, New York. The female victim was less than 16 years of age at the time of the offense. I conducted a criminal history check on Alex Daniel Lynch. The charges, as well as the guilty adjudication on 04/28/08, were confirmed.
Alex Daniel Lynch*s State of Florida Criminal History shows two sexual offender registration in the State of Florida. One on 03/01/21 with the Hernando County Sheriff*s Office and one on 05/27/2021 with the Palm Beach County Sheriff°s Office.
On 05/25/21 Lynch completed an FDLE Sexual Offender Registration form (Reg. No. 1409738) in Hernando County with the Sheriff’s Office. He listed a new permanent address of 529 N.W. 15th Ct. in Boca Raton, Florida. On 05/27/21 Lynch completed an FDLE Sexual Offender Registration form (Reg. No. 1410646) in Palm Beach County with the Sheriff°s Office. He listed a new permanent address of 1345 Deltona Blvd. in Spring Hill, Florida. On 08/16/21 Lynch completed an FDLE Sexual Offender Registration form (Reg. No. 1437025) in Palm Beach County with the Sheriff*s Office. He listed his intent to move out of state with a date of departure as 08/16/21 and listed his new permanent address as 35 Prentice St. in Lockport, New York.
Alex Daniel Lynch has a valid Florida driver’s license that lists him as a sexual offender. The driver’s license was issued on 03/24/21 and expires on 07/24/2029 with a listed address of 1345 Deltona Blvd. in Spring Hill, Florida.
On 03/20/22 at 12:53 A.M., Alex Daniel lynch was issued a traffic citation in Lake Worth Beach, Florida for Operating while DL was suspended/canceled/revoked (suspended out of New York). At the time of the traffic stop, Lynch was driving a 2002 Ford Van, bearing Florida tag O9B-JRL. The vehicle was registered to Shane Douglas Higgins of 529 N.W. 15th Ct. in the City of Boca Raton. It should be noted that investigative research revealed Shane Higgins to be Alex Lynch*s father-in-law.
On 05/23/22 at approximately 0930 hours I conducted surveillance in the area of 529 N.W. 15th Ct. in the City of Boca Raton. I observed a subject matching Alex Lynch’s physical description leaving the above-listed residence in the front passenger seat of a Nissan Frontier bearing Florida tag QPP-L99. This vehicle is also registered to Shane Douglas Higgins or James Champagne of 529 N.W. 15th Ct. in the City of Boca Raton.
On 05/24/22 at approximately 1000 hours, Det. Glennon and I were conducting surveillance in the area of 529 N.W. 15th Ct. in the City of Boca Raton. We observed the same subject matching Alex Lynch*s physical description walking northbound on the sidewalk in front of 529 N.W. 15th Ct. The subject retrieved two empty recycling bins from the grass swale in front of this address and placed them to the side of the residence. He then returned to the grass swale and retrieved an empty garbage can. He then entered the residence at 529 N.W. 15th Ct.
On 05/26/22 at approximately 1100 hours I made contact with Alex Daniel Lynch (D.O.B. 07/24/1985) in the parking lot of 1400 W. Glades Rd. in the City of Boca Raton, Florida. Lynch had an active arrest warrant issued in Palm Beach County on 05/18/22 for Fail to Appear – Traffic; CT1) Operating while DL SUSP/CNCLD/RVED.
I read Lynch his Constitution Warnings. He advised that he understood these warnings. Post Miranda, Lynch admitted that he is a registered sex offender. Lynch had been living in Florida until September of 2021. his sex offender residency in Lockport, N.Y. He then moved back to Florida from New York and has been living at 529 N.W. 15th Ct. in Boca Raton, Florida since January of 2022. Lynch acknowledged his obligations as a registered sex offender. He admitted that he failed to properly register his residency with the Palm Beach County Sheriff’s Office, and he failed to properly register with the driver*s license office.
Based upon the above information and investigation, Alexander Daniel Lynch (D.O.B. 07/24/1985) was charged with Failure of Sex Offender to Properly Register Residency in Florida, contrary to F.S.S. 943.0435(2) (a)l.a. and (9) (a) and (14) (c)4 and Failure of Sex Offender to Properly Register with Drivers License Office, contrary to F.S.S. 943.0435(4) (a) and (9) (a).
As a registered sex offender, Lynch is required to register with local law enforcement when he moves to a new area.
According to FDLE, Lynch was arrested in Niagara, NY in 2008 for “Forcible Touching”.
Lynch was booked into the Palm Beach County Jail at 1:50 on Thursday afternoon. Lynch is currently in PBSO custody without bond while he waits to see a judge.
