BOCA RATON, FL (Boca Post) (Copyright © 2026) — A Boca Raton resident has filed a civil complaint against Google LLC in Palm Beach County Circuit Court, alleging the company failed to take reasonable action after being notified that third parties were using Google Voice to place communications impersonating law enforcement or other governmental authority.

The lawsuit, Ashley Frank v. Google LLC, Case No. 502026CA000687XXXAMB, was filed January 20, 2026, in the Circuit Court of the Fifteenth Judicial Circuit in and for Palm Beach County, Florida, according to the complaint. The plaintiff, Ashley Frank, is representing herself, and no defense law firm is listed in the filing.

In the complaint, Frank identifies herself as a Palm Beach County resident and alleges she is not a subscriber, user, or customer of Google Voice and has never created, controlled, or benefited from any Google Voice account. Despite that, she alleges that at relevant times, third parties used Google Voice to place repeated communications directed at her in Palm Beach County.

The complaint alleges the communications involved impersonation of a United States law enforcement or governmental authority. The filing further alleges the communications originated from outside the United States, including from Pakistan, and were directed at Frank in Palm Beach County.

Frank alleges the communications were deceptive and coercive in nature, and that they caused fear, emotional distress, anxiety, and disruption of daily life. The complaint describes Google Voice as a platform owned, operated, and controlled by Google LLC that enables users to obtain telephone numbers and place calls, and it alleges the platform had limited identity verification and limited safeguards against misuse.

The complaint also alleges Google publicly represents that it prohibits impersonation, fraud, spoofing, and harassment on its platforms, including Google Voice. Frank alleges she notified Google about the impersonation and abusive conduct and provided notice sufficient to alert Google to what she describes as a foreseeable risk of continued harm.

After that notice, the complaint alleges, the abusive and impersonating conduct continued. Frank alleges Google failed to take reasonable and timely action to prevent continued misuse of the platform, failed to disable or meaningfully investigate the offending accounts, and failed to provide protection, warning, or mitigation. The complaint alleges she expended time and resources responding to the conduct and suffered emotional distress, fear for personal safety, invasion of privacy, loss of peace of mind, and disruption of daily activities.

The filing states Frank attempted to initiate arbitration with the American Arbitration Association, but the arbitration was administratively closed because the parties did not have a mutual arbitration agreement, according to the complaint. Frank alleges she is bringing the case as a tort action based on what she describes as post-notice operational negligence, independent of any contract or terms of service.

The complaint includes a single count for negligence, alleging Google owed a duty to exercise reasonable care in operating, monitoring, and handling post-notice reports involving Google Voice in order to prevent foreseeable harm to non-users targeted by impersonation, fraud, and harassment facilitated through the platform. Frank alleges Google breached that duty by failing to take reasonable action after notice, and she seeks compensatory damages, costs, and other relief the court deems proper. In her complaint, Frank demands a trial by jury.
