In plain terms: the atmosphere is arranged in a way that tightens the pressure pattern over South Florida, and that squeezes out a long stretch of gusty east winds.
The National Weather Service expects the strongest winds today, with frequent gusts around 25 to 30 mph and a few higher bursts possible. That matches the local forecast calling for sustained east winds in the mid-to-upper teens with gusts near 25 mph.
Winds ease a bit Monday, but it will still be breezy. Despite the wind, the air over the region is dry and stable, so the sky stays mostly sunny and rain chances are essentially near zero.
